There is a level of confidence that (1) we are able to brief them on our clients and roles at levels they have never experienced before and (2) that we are able to qualify them to provide confidence that when submitted, that any subsequent interview will have a positive outcome.  Having been candidates ourselves and then later as hiring managers conducting interviews, we are well aware of the issue of attending interviews that are a total waste of time and hence money.
